Persepsi Pekebun Sawit Terhadap Pelaksanaan Peremajaan Sawit Rakyat Di Kecamatan Bagan Sinembah
ABSTRACT
When palm oil trees are old, this will cause its fruit production reduced, therefore replanting must be carried out to maintain productivity and availability of raw materials. The availability of this materials is needed because the government through the Indonesian Sustainable Palm Oil program wants to transform non-renewable materials into renewable resources. Rokan Hilir Regency is the largest national palm oil centre in Indonesia that needs to be replanted. In 2021, the target of replanting set in this area is 2,000 ha, but the implementation has only reached 96 ha. There are many factors can make it difficult. Therefore through this study, researchers want to identify what factors hinder the implementation of replanting in the area. The methodology in study uses a qualitative methodology of dividing latitude through question and answer using a research questionnaire. The majority of research subjects through the snowball sampling method were obtained as many as 30 palm oil smallholders. Statistical analysis uses Guttman's descriptive methodology by calculating the relative frequency of yes and no answers. The purpose of the study was also answered through Summated Likert Rating scale. The results of this study show that the cause of the obstacles in implementation of replanting is due to the income factor and high cost of certification. The reason for the income factor because during the replanting of oil palm, smallholders do not have additional jobs to support the family economy. In general, smallholders accept the implementation of Indonesian Sustainable Palm Oil as long as the required costs are reduced.
