ABSTRACT
Legal responsibility is related to legal obligations, that a person is responsible for certain obligations or that he is responsible dor an obligation if he commits an act that is contary to it. In civil law, legal responsibility is a person’s responsibililty for actions that are againts the law.
The implementation ofn recording copyright license agreements at the Direktorat Jenderal Kekayaan Intelektual still raises a problem in wich the recording of agreements cannot be fully implemented due to the absence of a goverment regulation that regulates the recording of intellectual property license agreements as start in Article 47 Paragraph (2) Hak Cipta Number 19 of 2002.
Copyright law protection provided by the state can be repressive and preventative. Repressive legal protection can be done by registering the copyright with the Direktorat Jenderal Kekayaan Intelektual. While preventative legal protection can be taken through 2 (two) channels, namely non litigation and litigation. Non litigation pathways can be through Arbitrase and Alternatif Penyelesaian Sengketa. While the litigation route can be taken through the commercial court as a court that has the right to hear, decide cases in the field of intellectual property.
