Evaluasi Program Pendaftaran Tanah Sistematis Lengkap (PTSL) Di Kabupaten Rokan Hulu Tahun 2021 Menggunakan Model Cipp (Context, Input, Process, Product)

This research is motivated by the Acceleration of Complete Systematic Land
Registration (PTSL) organized by the Ministry of ATR/BPN throughout Indonesia,
in order to map all parcels of land throughout Indonesia before 2025.
The purpose of this study was to evaluate the Complete Systematic Land
Registration Program (PTSL) in Rokan Hulu Regency for the 2021 Fiscal Year
and to identify the theoretical inhibiting factors in the 2021 PTSL program in
Rokan Hulu Regency. Concept The theory used is the theory of CIPP Evaluation
(Context, Input, Process, Product) by Daniel L. Stufflebeam. This study uses a
descriptive qualitative method, the data in this study were obtained from
observations, interviews, literature studies and documentation.
The results show that the Complete Systematic Land Registration Program
(PTSL) in Rokan Hulu Regency for Fiscal Year 2021 is still not running optimally,
so there are still many obstacles and obstacles that need to be addressed in the
implementation of the PTSL Program in Rokan Hulu Regency, both from the
Ministry of ATR/BPN or the Regional Government of the Regency. Rokan Hulu.
