Implementasi Kebijakan Penyelenggaraan Pelatihan Jarak Jauh Di Balai Diklat Keuangan Pekanbaru
As a form of adaptation to technological developments, Flexibility
Learning Space, consideration of effectiveness and efficiency, to reduce
dependence on available IT facilities, as well as ease of implementation of
integrated learning, BPPK can develop learning in the form of distance training
as an alternative to learning in an environment BPPK to meet the development
needs of Human Resources as Government Apparatuses. Distance Training,
which is then abbreviated as Long-Distance Training, is a learning process that is
carried out outside the training venue with an emphasis on independent learning
that is managed systematically and is not limited by distance and time by using
various learning media. Guidelines for Organizing Long-Distance Training are
regulated in Per-6/PP/2021 which was signed by the Head of the Financial
Education and Training Agency on 15 June 2021. The decision of the Head of this
Agency is effectively implemented in all BPPK units in June 2020 until now . The
formulation of the problem in this study is how are the facilities, processes and
quality assurance in the implementation of Long-Distance Training at BDK
Pekanbaru with evaluation using the CIPP model (Context, Input, Process,
Product).
The research method used is qualitative research. The facilities owned by
BDK Pekanbaru in implementing Long-Distance Training are very complete and
sophisticated. This can be seen from the availability of 2 studio rooms, computer
labs, computer equipment, laptops and other supporting devices that comply with
specifications. The process of implementing Long-Distance Training at BDK
Pekanbaru is in accordance with applicable procedures and rules. The process of
implementing Long-Distance Training is very long and complex starting from
training preparation, training activities to post-training. Each stage requires
coordination, cooperation and responsibility of all parties involved such as the
training center, BDK, echelon 1 units, teachers, participants and other support
units. Quality assurance in organizing Long-Distance Training at BDK
Pekanbaru is carried out periodically. In the 2022 semester I assessment period,
the BDK Pekanbaru received good grades. The quality assurance method starts
with file collection, direct review and findings submission meetings.
Training participants are expected to make thorough preparations before
participating in Long-Distance Training. Preparation can consist of an adequate
laptop device, sufficient network access and a conducive room. Before carrying
out Long-Distance Training, participants are also expected to have completed
routine office tasks and/or handed them over to other employees so that when
implementing Long-Distance Training they are not disturbed by routine office
tasks. BDK Pekanbaru as the spearhead of Long-Distance Training
implementation in order to be able to make decisions related to the effectiveness
of the implementation of the Long-Distance Training itself and not only be
oriented towards cost, time and energy efficiency. There needs to be a review of
policies that have been implemented whether these policies are continued, revised

or even revoked. BPPK should listen more to input from below so that the policies
that will be made can be accepted and implemented optimally.
