Evaluasi Penerapan Zona Selamat Sekolah Ditinjau Dari Kecepatan Kendaraan (Studi Kasus: Kota Duri, Kabupaten Bengkalis Provinsi Riau)

ABSTACT
School safety zone (ZoSS) is the speed limit controller through installation of
markings and signs on the street in the school which is to prevent accidents in order
to ensure the safety of the school student. School safety zone (ZoSS) has been in
Indonesia since 2006. However, there is no evaluation of whether ZoSS is effective
enough to improve school safety. The objective of this study is the implementation
of the school safety zone itself. This research was conducted at two schools in the
Duri City area, namely the Karya Tani Foundation and the Hubbul Wathan
Foundation. Two hours of data retrieval during operating hours to and from school
using a camera. The data used are vehicle speed data, traffic volume and ZoSS
inventory. Analysis of the application of ZoSS uses the guidelines of the 2006
Directorate General of Land Transportation Regulations concerning ZoSS with the
Z test statistical method. Based on the results of the analysis, motorists do not
comply with the speed limit on ZoSS. The Zcount test results for all types of vehicles
reviewed at the Karya Tani Foundation location are greater than the Ztable value
which states that ZoSS is not safe based on vehicle speed. The results of the vehicle
speed test at the Hubbul Wathan Foundation location for the type of motorcycle
vehicle did not comply with the permitted vehicle speed limit of >30 km/hour. The
implementation of ZoSS was not effective because there was no significant
reduction in vehicle speed for each type of vehicle reviewed. The markings and
signs for the two locations have not complied with the regulations regarding the
completeness of the markings and signs issued by the Director General of Land
Transportation. This study also recommends ZoSS improvements in the hope of
improving ZoSS performance based on the 2018 ZoSS regulations.
