Ambiguitas Dan Konflik Dalam Implementasi Kebijakan Penetapan Kampung Adat Di Kabupaten Siak
The background of this research is after the ratification of regional
regulation No. 2 of 2015 concerning the establishment of traditional villages in
Siak Regency, after running for more than seven years, the regulations regarding
traditional villages are still unclear, because they cannot be implemented.
The purpose of this research is to analyze the ambiguity and conflict in
the implementation of the policy of establishing traditional villages in Siak
Regency. This study uses a qualitative method with an exploratory nature. This
study uses Richard E Matland's implementation model of ambiguity and
implementation conflict. Primary data was obtained directly through interviews
with informants, namely the head of the Siak district community and village
empowerment service, Sungai Apit Sub-District Head, Riau Malay Customary
Institution, Sungai Apit District, Acting. Penghulu Indigenous Village of
indigenous tribes of swamp children, customary institutions of swamp children,
and the community.
The results of this study when viewed from the four indicators of
ambiguity and conflict by Richard E Matland, only one shows a high level of
ambiguity and conflict, namely ambiguity and conflict experimentally. For this
reason, it is hoped that the Siak Regency government can pay more attention to
the process by which this traditional village policy is carried out, so that it does
not create high ambiguity and conflict between policy implementers and the
community.
