This research is motivated by the conditions of e-government
implementation within the Bengkalis Regency Government. The era of
globalization which is marked by advances in technology, information and
communication demands faster and more accurate services to the public.
Considering that access to services is no longer old-fashioned or manual methods
that only rely on community resources (HR), but must be able to integrate
collaboration between the presence of human resources with technology,
information and communication. Utilization of information technology is a
necessity in every sector, including the government service sector, so that it has a
significant impact on the progress of a country, especially local governments.
Utilization of information technology makes communication easier and faster,
access to information easier, can shorten time and save costs
To improve excellent and good public services by relying on electronicbased
services, the President of the Republic of Indonesia issued a legal umbrella
in the form of Presidential Regulation Number 95 of 2018 concerning Electronic-
Based Government Systems. The issuance of a Presidential Regulation (Perpres)
has become an impetus for government agencies, both central and regional, to
collaborate with each other in implementing electronic-based governance and
commonly known as the Electronic-Based Government System (SPBE) or egovernment.
