The implementation of goods/services procurement at the University of
Riau studied is the procurement of goods/services through contractual providers,
starting after the announcement of the package until the handover of work. The
implementation of this procurement experienced delays, not according to schedule
at the RUP, even some of them were not implemented until the end of the fiscal
year.
The research aims to determine the implementation of procurement at the
University of Riau, including to find out the causes of delays in implementation
and the things that cause work not to be realized. The method used is qualitative
research with a case study approach, written descriptively about the
implementation of the procurement being carried out and an explanation of the
causes of the delay. Primary data were obtained through interviews with
procurement actors at the University of Riau and through observation. While
secondary data obtained from reports and information that the authors get from
various sources.
The results of the study stated that the implementation of procurement at
the University of Riau was in accordance with the regulations, but various
obstacles were found, especially during the procurement preparation stage, and
the preparation and implementation of provider selection. Solutions to these
obstacles need to be found and repaired so that the procurement of goods/services
can be carried out effectively, where the implementation of effective procurement
of goods/services can improve budget performance and accountability for the
performance of the University of Riau.
