Research phenomena in the field include the high rate of arrears found in
Savings and Loans Economic Businesses and several obstacles to the effectiveness
of BUMdes in managing the Economic Business of Tanjung Punak Village, Rupat
Utara District, Bengkalis Regency. The process of BUM Desa effectiveness in
management can be reviewed through organizational theory, Duncan (in Steers
1985:53) Goal Achievement, Integration and Adaptation.
As for this study, the authors used qualitative methods, this method
obtained information from informants. The informants in the study included
village heads, BUM Desa, village assistants, BPD, community leaders and
beneficiaries of Savings and Loans Village Economic Enterprises. In collecting
data, the methods of observation, interviews, library research and information
technology were used. After the data is collected then analyzed using descriptive
qualitative analysis. The results of the study found that the effectiveness of BUM
Desa in the management of Tanjung Punak Village, Rupat Utara District,
Bengkalis Regency as a whole was less successful. This is due to the inability to
manage the savings and loan business. This results in high arrears rates and low
rates of return on beneficiaries, and the goal of establishing BUM Desa is not
achieved, namely to get PAdes based on village potential.
