Strategi Penanganan Permukiman Kumuh Parit Bangkung Kabupaten Bengkalis

Parit Bangkung is one of the contributors to the slum area in
Bengkalis Regency, especially in the Bengkalis sub-district.
This study aims to analyze the causes of slums, analyze the level
of slums, and formulate a strategy for handling with the Parit Bangkung
slum settlement, Bengkalis Regency. This type of this research is a mix of
qualitative and quantitative.
To answer the objectives, the researcher conducted the field
surveys, did the observations, and interview. Data were analyzed by
descriptive quantitative. And The strategy was formulated by AHP.
The results of the study showed that the causes of the Parit
Bangkung residential area to become slums included: Things that caused
the Parit Bangkung residential area to become slums included:
Ecological conditions which included poor waste management and poor
household waste management; The physical conditions of settlements
include building density, unlicensed housing, overcrowding, and
inadequate environmental drainage conditions. Socio-economic
conditions include social vulnerability, low education, and crime rates.
While the level of slums in this research location is on the medium level.
The strategy for handling the Parit Bangkung slum settlement is
carried out in 3 programs, namely improving the economy and education
of the poor through the provision of business capital without usury,
economic and creative industry training and socialization of the 12 year
compulsory education. While the second is through the Settlement
Facilities and Infrastructure Improvement program which includes
increasing the quality and quantity of waste facilities, repairing and
improving environmental sanitation, providing access to clean water and
drinking water, improving environmental drainage, rehabilitating the

quality of houses to become livable houses, upgrading/constructing
environmental roads , construction of fire infrastructure, and other
supporting infrastructure. And the third strategy is relocation with a
pattern of providing livable housing for the people of Parit Bungung in
the right location and spatially safe.
The government needs to provide a special budget allocation for
handling the problem of slum settlements in Bengkalis Regency,
especially in the Damon Village where the budget allocation can be used
on target.
