Solar energy is one of the abundant renewable energies that can be
utilised to support reducing atmospheric pollution. However, energy utilisation is
still under Indonesia's National target of around 23% by 2025. This fact,
Indonesia's Government should develop innovative plans to achieve the target to
support emission control. One of the practices that have already been
implemented in developing rooftop photovoltaics is under the presidential
regulation, Perpres No.22/2017. Therefore, this research will focus on analysing
the spatial distribution area of solar energy potential in Pekanbaru using
ECMWF ERA5 from 2012-2022. The analysis will be designed by several aspects
(environmental, social, and economic) based on solar energy utilisation.
Using overlay and intersection techniques in ArcGIS, it can be concluded
that residential area of Pekanbaru City is a potential area for utilizing solar
energy through the development of rooftop photovoltaic (PLTS Atap).
Pekanbaru's average solar energy potential is around 5,0-5,5 kWh/m2, and
around 438.227-482.050 MWh/year of photovoltaic energy can be harvested from
rooftop photovoltaic installation. Moreover, by utilising rooftop photovoltaic
systems, the potential of CO2 emission can be reduced at around ±411.934-
453.127 tonCO2/year, and it is predicted to reduce CO2 emission from households
in 2022 by up to 52%. Then with the change in Permen ESDM No. 9 of 2018
becomes Permen ESDM No.26 of 2021 which is also expected to be directly
beneficial to customers in terms of saving on electricity bills and will attract the
public's interest in installing rooftop photovoltaic so that 3.6 GW development
target can be achieved in 2025.
In addition to the economic savings obtained from the feed in tarif system
through the kWh Exim calculation, the use of solar energy through rooftop
photovoltaic has also been proven to contribute to reducing GHG emissions and
improving air quality, thus providing benefits to the community and the
environment. Mitigation actions in the electricity consumption sector can also
increase employment and business opportunities, especially in the renewable
energy sector. On the other hand, a questionnaire is used to describe the level of
the community's understanding related to the beneficial effects of solar energy.
Based on 100 respondents, it is found that around 58% of people do not
understand or are aware of rooftop photovoltaic, 20% of households think that
the system is not necessary or urgently needed, and 22% of respondents argue
that the high cost of installation is the primary consideration. Further research
regarding the use of solar energy through rooftop photovoltaic related to
technical issues and socialization is recommended to expand information about
rooftop photovoltaic to the public. In addition, the variability of respondents to
obtain public perception data also needs to be done so that it can provide analysis
and different points of view. The results reveal that the support from local

governments is required for developing PV system as this system is one of the
possible solutions to reduce greenhouse gases (GHGs).
