Model Optimalisasi Kebijakan Program Kampung Iklim (PROKLIM) Berkelanjutan Berbasis Pemberdayaan Masyarakat Di Desa Pangkalan Jambi Kabupaten Bengkalis
The Climate Village Program (ProKlim) policy is the government's effort to
reduce the negative impact of climate change and greenhouse gas (GHG)
emissions. This study aims to analyze the existing conditions of ProKlim policy
management in terms of ecology, economy, and socio-culture, explore the
direction of ProKlim policy, analyze community empowerment in supporting
ProKlim policy, identify and measure the factors that influence ProKlim policy
management, and design and build an optimal sustainable ProKlim policy model
based on community empowerment in Pangkalan Jambi Village, Bukit Batu
Subdistrict, Bengkalis Regency. The methods used in this study consist of
observation and interviews. Observations were carried out on mangrove forests
and ProKlim activities. Interviews were conducted with the community, ProKlim
program managers, and stakeholders involved in the ProKlim program. Data
were analyzed using SEM PLS. The study found that the mangrove forest was
relatively sparse in ecology. Economic empowerment was achieved by developing
small food and beverage industries and eco-tourism in the mangrove forest.
Socially, groups of fishermen in Pangkalan Jambi Village implemented the
ProKlim program. The management of the ProKlim program in Pangkalan Jambi
Village, Bengkalis Regency, involves the community, private sector, and
government to increase the community's mindset in preserving the environment.
Community empowerment is carried out by providing economic benefits to the
community through processing various food from mangrove plants. The factors
influencing ProKlim program management include ProKlim program variables,
community empowerment variables, policy effectiveness variables, and
sustainable ecology variables. The sustainable climate village program (ProKlim)
policy optimization model is based on community empowerment in Pangkalan
Jambi Village, Kab. Bengkalis with management principles and real action
management principles with ANDRY SUKARMEN ProKlim management
optimization model. The acronym ANDRY SUKARMEN with the principles
(Activate, Intend, Drive), Realize, Believe, Support, Manage institutions, Invite to
join and collaborate, Take care of mangrove forests and Socialize real action
activities in ProKlim management.
