ABSTRACT
Recidivism by ex-prisoners made some people asking the performance of prison
officers. Guidance is carried out with the aim that convicts do not repeat their
actions, have the intention to change and become better and can be accepted again
in society, it seems that this has not been realized. One of the factors causing
coaching to be ineffective is the phenomenon of overcrowding. The World Prison
Brief (WBP) noted that the number of inmates in Indonesia as of May 2022 reached
294 thousand, while the prison capacity rationally only accommodated around 132
thousand. Class IIA prison Bagan Siapi-Api is one of the prisons with the worst
overcrowding in Indonesia with a percentage of 907 percent. Apart from that, there
are often cases of persecution and unethical treatment by officers, lack of clean
water facilities, inappropriate food serving and basic human needs not being met.
In essence, prisoners as human resources must be treated properly and humanely
in an integrated coaching system. Designing Correctional Institutions with a
Humanist Architecture Approach is like a solution that is deemed appropriate to
answer these problems. By implementing humanist values into architecture that can
fulfill all rights for every human being in it, especially basic needs and the
development process runs optimally as a provision for a better life. The design of
this penitentiary focuses on fulfilling the rights of convicts as human beings by
obtaining guidance and rehabilitation as well as an environment that can support
all activities.
