Implementasi Pelayanan Publik Bagi Pasien Bpjs Kesehatan Di Rsud Dr.Rm Pratomo Kota Bagansiapiapi Kabupaten Rokan Hilir
ABSTRACT
It can be said that the implementation of public services for patients with BPJS health insurance at RSUD Dr. RM Pratomo is good, but it has not reached the minimum service standards expected based on Rokan Hilir Regent Regulation Number 35 of 2018 concerning Service Standards for the Regional General Hospital dr. RM Pratomo Bagansiapiapi City. The main problems in this study are: How is the implementation of public services for BPJS patients at RSUD Dr. RM Pratomo, Bagansiapiapi City; what are the supporting and inhibiting factors in the implementation of public services provided by the hospital to patients; and what efforts have been made by the hospital to improve the quality of public services to make it better.
This type of research is a type of sociological legal research carried out at Dr. RM Pratomo Hospital, Bagansiapiapi City, the data sources used are primary data sources and secondary data sources. Data collection techniques carried out in this study were observation, interviews, questionnaires and literature. Data were analyzed using qualitative methods which produced descriptive data and were concluded with deductive thinking methods.
The results of research on the implementation of public services at the Regional General Hospital (RSUD) dr RM Pratomo Bagansiapiapi City, namely that it can be said to be good but has not yet reached the expected minimum service standards,there are several supporting and inhibiting factors for the services provided by the hospital to patients. several supporting factors in the implementation of hospital BPJS services, namely: the existence of local government budget assistance to the hospital, the existence of education and training for health and administrative personnel, support from the government and the community for the hospital. However, there are also several inhibiting factors that affect services such as: the number of patients and health workers is not balanced, constrained by facilities and infrastructure, and low public knowledge regarding the administrative flow of BPJS Kesehatan management. Efforts that can be made are by increasing the quantity and quality of human resources at Dr RM Pratomo Hospital, maintaining and prioritizing the completeness of facilities and infrastructure in facilitating people to seek treatment, limiting patient family visits at the hospital due to the limited capacity of hospital rooms and rooms, and conduct outreach to the public regarding the administrative flow of BPJS Kesehatan management directly or in the form of brochures and other media at the hospital.
