ABSTRACT The Riau Provincial Government issued a Riau Governor Regulation regarding special financial assistance given to a particular agency or institution to accelerate economic growth. One of the institutions that can strengthen the acceleration of economic growth is the Village Owned Enterprise (BUMDes). The purpose of this study was to find out how the effectiveness of special financial assistance to Village-Owned Enterprises in Bina Karya, Muara Bahan Village, and factors in Village-Owned Enterprises in Muara Bahan Village, Singingi Hilir District. There are phenomena that occur, namely firstly the low ability to understand and run financial assistance programs for the advancement of village-owned enterprises, secondly village-owned enterprises Bina Karya are the only developing village-owned enterprises in Singingi downstream sub-district. The theory used in this study is Budiani in Gaddafi and Mutiarin (2017) with several variables measuring effectiveness which can be seen from target setting, program outreach, achievement of program goals, and program monitoring. This study uses a qualitative descriptive research method, data collection techniques through observation, interviews, and documentation. Data analysis used is data reduction, data presentation and conclusion. The results of the study show that first, financial assistance from the Riau Provincial Government can increase the village's original income and promote Village-Owned Enterprises, the second is the effective supporting factors, namely, the role of the village government, community participation and infrastructure
