ABSTRACT
This research is related to the implementation of supervision of social forestry in Pulau Padang Village, Singingi District which is regulated in Article 183 in the Regulation of the Minister of Environment and Forestry Number 9 of 2021 concerning Management of Social Forestry. Therefore, it is necessary to study the first stimulant, the supervision of regional apparatus in managing social forestry based on the Regulation of the Minister of Environment and Forestry Number 9 of 2021 concerning Social Forestry Management. Second, obstacles for regional apparatuses in carrying out supervision of social forestry management in Pulau Padang Village. Third, the monitoring efforts carried out by the governor through regional apparatuses in the forestry sector regarding the management of social forestry based on the Regulation of the Minister of Environment and Forestry.
This research is a sociological law research, because it is based on field research, namely by collecting data from observation, interviews, and literature studies that have a relationship with the problems studied assisted by primary, secondary, and tertiary data. This study uses qualitative data analysis, produces descriptive data, and concludes with a deductive thinking method.
From the results of the research, it can be concluded that, first, the supervision of regional apparatus in charge of forestry over social forestry management based on the Regulation of the Minister of Environment and Forestry is still not optimal. Second, the inhibiting factors for regional apparatuses in charge of forestry in carrying out supervision of social forestry management in Pulau Padang Village are the lack of operational staff, budgets, complicated administration, coordination of related parties, and lack of public knowledge regarding social forestry. Third, future monitoring efforts carried out by regional apparatuses in the forestry sector are adding operational personnel for supervision, providing companions for permit recipients who have just received SK, transparency of information data related to social forestry, re-accelerating social forestry by socializing and providing education to assistants so that assistants who assist, push the regional budget for social forestry, and reactivate the role of the Social Forestry Working Group
