Perancangan Disaster Management Training Centre Provinsi Riau Dengan Pendekatan Resilient Arsitektur

ABSTRACT
Riau Province has minimal natural disasters, but annual natural disasters are forest fires, floods and COVID-19. Forest fire was carried out to speed up the land clearing process and save costs, but the impact after the forest fire occurred was reduced animal habitat, air pollution, increased heat, increased disease and huge losses for the province of Riau. The floods occurred in Riau were caused by a lack of awareness about disposing of garbage and not being wise in handling waste. Floods also occur due to the intensity of rainwater that falls in areas with minimal water absorption and lowlands in Riau. The impact of flooding is water pollution, damage to public facilities and residents' facilities due to being submerged in water, sources of disease and losses in daily human activities. Covid-19 in Riau has caused the disease rate to increase and has affected people's daily lives; study, work and socialize. The impact of pandemic has had a major impact on Riau, starting from the economy, death, health, tourism and education. This Disaster Management Training Center was designed because there were no buildings accommodated the public to receive disaster preparedness training when a disaster occurred as an Education function, but also accommodated disaster victims in Riau which were designed for post-disaster as an Evacuation function. The resilient approach discusses how to deal with non-natural and natural disasters, both as prevention and as a solution. Cross-programming, namely using space or spatial configurations that do not match the original program. Cross Programming is used in the evacuation hall as an evacuation function and disaster management training as an educational function. The resilient approach includes warnings (disaster warnings), the fastest solutions to prevent disasters from increasing (fire resistant, flooding resistant, landslides), as well as rooms that support long-term survival (hydroponic cultivation rooms, clinics, analytic labs and species rehab).
