Penilaian Kinerja Sistem Drainase Perkotaan Di Daerah Aliran Sungai Air Hitam
ABSTRACT
Pekanbaru city often experiences flooding, because it has high rainfall and the city's drainage system is not so good, this causes many problems. A city needs a good drainage system. The development of a drainage system in an area aims to provide a system of channels that function to drain water on the surface caused by rain to be immediately drained to the nearest receiving water body such as a river. Inundation or flooding often occurs in the Air Hitam Watershed during the rainy season which hampers community activities and activities. Therefore, it is necessary to assess the performance of the drainage network system in the Air Hitam watershed to evaluate the drainage, so that it is known what actions will be taken to control inundation or flooding that occurs. The objective of this study is to determine the performance and drainage network system in the Air Hitam watershed. The approach method used is based on Ministerial Regulation No. 12 of 2014 and the Drainage Field Material Book II, Dissemination and Socialization of Engineering in the PLP Field, PPLP Directorate General of Cipta Karya, Ministry of Public Works of the Republic of Indonesia with regard to Physical Indicators, which include indicators of physical infrastructure data (5 sub-indicators), drainage system infrastructure functions (6 sub-indicators), operation and maintenance conditions of infrastructure (3 sub-indicators). While the non-physical indicators of drainage include regulatory and institutional indicators (3 sub-indicators), development management (8 sub-indicators) and local government efforts to encourage community participation (PSM) / private (6 sub-indicators). The results of this study indicate that the assessment of the performance of the drainage system in the Air Hitam watershed resulted in a total score of 7790 points classified as sufficient assessment criteria The indicators that require attention and handling are primarily in the physical indicatorst. Physical indicators carry a greater weight in assessment compared to non-physical indicators. Therefore, the performance of the urban drainage system in the Air Hitam river basin needs improvement, especially in the physical indicators of the drainage system and supporting structures, in order to ensure optimal functionality of the drainage system.
