Evaluasi Kinerja Bangunan Menggunakan Fema P-58-5 Gedung Kantor Pemerintah Di Kabupaten Indragiri Hilir, Provinsi Riau
The FEMA P-58-5 method is a method used to evaluate the performance of
a building structure using a probability approach. based on the output obtained
from PET (Performance Estimation Tools). The purpose of this research is to
obtain the performance of the building structure simulated by the influence of the
planned earthquake (2017 Earthquake Hazard Map). This research is using the
provisions of SNI 1726 - 2019 and the FEMA P-58-5 method, to analyze the
correlation between each parameters using the FEMA P-58-5.
This research conducted on government building, located in Tembilahan
City, Indragiri Hilir Regency, Riau Province, Indonesia. The buildings evaluated
in this study are the Immigration Office, the Regent's Office, Puri Husada
Hospital Tembilahan and Rusunawa. Geographically, the city of Tembilahan is
located at coordinates 103° 9' 28" E, 0° 18' 54" S. Based on the provisions of SNI
1726-2019, the characteristic of the soils belongs to soft soil site class (SE).
According to the 2017 Earthquake Hazard Map, the number of short period
spectral response acceleration (SS) of Tembilahan city is 0.2373 seconds and the
number of a 1 second period spectral response acceleration (S1) is 0.2190
seconds. For short period spectral, the number of amplification factor prior to site
location (Fa) is 2.4 and for a 1 second period spectral response, the number of
amplification factor prior to site location (Fv) is 3.2. The method of FEMA P-58-5
simulated by using the PACT software program. The first step of FEMA P-58-5
method is to determine the variables of each building structure, which consist of
seismic hazard level, type of main lateral load-bearing structure, building
function, risk category, number of floors (building height), multiple base shear
and design story drift. The second step is to input building structure variable data
on PET. The last step is to analyze the parametric output of the FEMA P-58-5,
which consist of : median loss probability, collapse probability, mean loss
probability, casualty rate, unrepairable permanent drift, mean repair time, total
repairability, unsafe placard.
Showed that the results conducted on this research categorized the
building structure are in a safe condition. It is concluded from one of the variable
of the FEMA P-58-5, collapse fragility. The probability value of the collapse
fragility is ± 0.4%. A small value of the collapse fragility variable indicates that
the building structure are safe from the potential for building collapse. The
damage caused by the planned earthquake is known from the value of the mean
loss probability variable and the median loss probability variable value. The
value of the variable mean loss probability is ± 18.58% and the median loss
probability variable is ± 10.10%. The probability of damage to structural
components that can be repaired is known from the value of the total repairability
variable. The value of the total repairability variable is ± 92.83%. The value of
casualty rate variable is ± 0.4%. The correlation of each output variable, using
the FEMA P-58-5 method, the value of the collapse fragility variable is directly

proportional to the value of the unrepairable permanent drift variable, median
loss probability, mean loss probability, casualty rate, total repairability, mean
repair time and unsafe placard. The greater the value of the collapse fragility
variable, the greater the value of the other seven variables. The evaluation of
performance building structure in Indragiri Hilir Regency using FEMA P-58-5
conclude the building structure will suffer minor damage up to severe damege,

Regency and Rusunawa Tembilahan.
