ABSTRACT

The impact of the decline in coconut prices will certainly make people's purchasing ability also decrease so that coconut traders/farmers can feel this impact and not increase the popularity of coconut farmers in Indragiri Hilir Regency. Then the legal regulations related to coconut plantations in Kabupaten Indragiri Hilir are listed in the Regional Regulation of Kabupaten Indragiri Hilir No. 3 of 2018 on Coconut Trade in Kabupaten Indragiri Hilir in Kabupaten Indragiri Hilir in Kesaten Kesatu on Maintaining the stability of coconut prices
The type of research to be carried out is to use a sociological or empirical juridical approach. Sociological or empirical juridical research is an approach by looking at the reality that occurs in the field by going directly to the object. With the research location taking place in Pekan Kamis Village, Tembilahan Hulu District, Indragiri Hilir Regency, while the population and sample are all parties related to the problem being studied. This study uses data sources in the form of primary data and secondary data, and data collection techniques are carried out by means of interviews.
From the results of this study it can be concluded that the Department of Industry and Trade of Indragiri Hilir Regency only controls prices related to the sale of coconuts, with the Regional Regulation on Coconut Trading which is not socialized thoroughly and the strengthening of human resources from Farmer Groups/Farmers which is still lacking. To increase the selling price of coconuts, most farmers sell to coconut collectors, then coconut collectors sell coconuts to saplings, which are an extension of the coconut factory or industry. The Department of Industry and Trade also carries out price controls in accordance with the price setting and trade margins for coconut, which is also associated with price reductions
