ABSTRACT

Garbage is a problem that has occurred to this day and a solution must be sought immediately. Garbage is a wasted or discarded material that is the result of human and natural activities that is no longer used because its main elements or functions have been taken. This study aims to determine the Implementation of Regional Regulation No. 8 of 2014 concerning Waste Management in Marpoyan Damai District, to determine the inhibiting factors for the Implementation of Regional Regulation No. 8 of 2014 concerning Waste Management in Marpoyan Damai District, and to determine whether the Pekanbaru City Government's efforts to overcome obstacles in waste management in Marpoyan Damai District.
This type of research uses sociological legal research, which is research that is carried out directly to the field or at research locations to obtain primary and secondary data, then analyzed using a qualitative approach to then be described as a whole.
The results of this study concluded that the implementation of Pekanbaru City Regional Regulation No. 8 of 2014 concerning Waste Management in Marpoyan Damai District has not been carried out properly due to several factors. The inhibiting factors are the difficulty for business actors in Marpoyan Damai District to provide TPS, the lack of outreach regarding good waste management to the community, especially for business actors, the lack of community participation and compliance with the prohibition of littering and at a predetermined time, and the absence of sanctions for area managers who do not provide TPS for their business.
