ABSTRACT
To be able to run a SPA business in Pekanbaru City is regulated in the Regulation of the Minister of Health of the Republic of Indonesia Number 8 of 2014 concerning SPA Health Services. In this case, many SPA business actors were found who did not have business permits and in carrying out SPA businesses there were still business actors who violated the permits they had. Therefore, the aim of this thesis research is first, the implementation of business licensing Solus Per Aqua (SPA) in Pekanbaru City based on the Regulation of the Minister of Health of the Republic of Indonesia Number 8 of 2014 concerning SPA Health Services. Second, the factors causing the large number of the Solus Per Aqua (SPA) businesses that do not have permits in Pekanbaru City. Third, efforts are being made to overcome the many Solus Per Aqua (SPA) businesses that do not have permits in Pekanbaru City.
This type of research is empirical juridical. The research location is located at the Riau Province One Stop Investment and Integrated Services Service, the Riau Province Tourism Office, the Pekanbaru City Investment and One Stop Services Service, the Pekanbaru City Health Office, the Pekanbaru City Civil Service Police Unit, and several SPA businesses in the City of Pekanbaru, while the population and sample are all parties related to the problem under study. This study uses data sources in the form of primary data and secondary data, and data collection techniques are carried out by means of observation, interviews and literature review.
From the results of research on the problem, there are three main things that can be concluded. First, implementation of business licensing Solus Per Aqua (SPA) in Pekanbaru City based on the Regulation of the Minister of Health of the Republic of Indonesia Number 8 of 2014 has not been carried out well. This is proven by the fact that there are still many SPA businesses in Pekanbaru City that do not have business permits and violations of the business permits they already have are still found. Second, the factors that cause many unlicensed Solus Per Aqua (SPA) businesses in Pekanbaru City based on research results are the absence of Regional Regulations or Governor Regulations which specifically contain the implementation of SPA businesses in Pekanbaru City, ineffective socialization, lack of law enforcement and the level of public awareness is still lacking regarding the importance of business permits. Third, the efforts made to overcome the large number of Solus Per Aqua (SPA) businesses that do not have permits in Pekanbaru City are the preparation of regulations that specifically contain SPA businesses, optimizing the role of law enforcement. The author's suggestion is that the government make new regulations, the agencies related to administering SPA business permits carry out their duties and functions well and SPA business actors should act more actively and comply with regulations regarding SPA business licensing.
