ABSTRACT
This research is related to the supervision of sidewalk abuse in Pekanbaru
city based on regional regulation number 2 of 2009 concerning road traffic and
transportation in Pekanbaru city, especially article 130 paragraph 2. The
sidewalk basically has a function as a means for people to carry out their mobility
(walking) comfortably and safe . but in fact the misuse of sidewalks in the city of
Pekanbaru is commonplace where the sidewalks that should be used for walking
are instead used for selling by street vendors, and also the lack of supervision by
the government makes traders arbitrarily abuse the sidewalks.
This type of research is sociological law, namely research that wants to
see the correlation between law and society, so as to be able to reveal the
effectiveness of the enactment of law in society. This research was conducted at
the DPRD Kota Pekanbaru office, the transportation service office and the Civil
Service Police Unit (Satpol PP) office in Pekanbaru City. Sources of data used
are primary data and secondary data. Data collection techniques in this study
were interviews, questionnaires and literature review and concluded with
deductive thinking methods.
From the results of the study it was concluded that first, the
implementation of monitoring the abuse of sidewalks in the city of Pekanbaru has
not been implemented properly. Second, the inhibiting factors for monitoring the
abuse of sidewalks are a lack of strict sanctions, lack of awareness of street
vendors, and a lack of personnel, along with budgetary costs and lack of tools.
transportation. Third, the efforts made by the Pekanbaru city government are to
conduct socialization and counseling, coordinate between authorized agencies,
and propose additional budgets to the city government.
