Resolusi Konflik Teurial Kawasan Hutan Lindung Bukit Suligi Melalui Izin Hutan Masyarakat; Studi Kasus HKm Sipang Jaya Kecamatan Tandun Kabupaten Rokan Hulu
Tenurial conflicts that continue to occur in the Bukit Suligi Protected Forest area encourage KPHL Suligi-Batu Gajah to look for alternative solutions. The Minister of Environment and Forestry Regulation No. 84 of 2015 concerning the handling of forest tenure conflicts states that social forestry is one of the schemes for resolving forest tenure conflicts, including in the form of community forestry (HKm). This study aims to determine the existing tenurial conflicts and to determine the success of HKm licenses as a resolution of tenurial conflicts in the Bukit Suligi Protection Forest. This research was conducted in HKm Sipang Jaya, Tandun District, Rokan Hulu Regency in February-May. Data collection was carried out using in-depth interview techniques, participant observation and literature studies. Determination of informants using snowball sampling method. Data were analyzed descriptively qualitatively. The results showed that tenurial conflicts in the Bukit Suligi Protected Forest area occurred due to differences in interests between the community and area managers, the community used the area for oil palm plantations and land claims to be sold to outsiders. The Sipang Jaya HKm permit succeeded in reducing tenurial conflicts in the Bukit Suligi Protected Forest area, but the agreement on the use of the HKm area could not be fully realized.
