This research was motivated bynumerous land disputes, state protection of human rights and access to land and other natural resources as basic economic, social and cultural rights guaranteed in the constitution cannot be separated.There isthe problem of land administration in Pekanbaru City is still not running optimally, even though the government has issued the PTSL Program as one of the solutions to overcome it.
The purpose of this research is to know and analyzethe effectiveness and constraints of the Complete Systematic Land Registration Program (PTSL) in an effort to orderly land administration at the Pekanbaru City Land Office.This study used a qualitative method with an explanatory phenomenological approach with data collection techniques using interviews and observation.
From the results of the study it was found that the effectiveness of the complete systematic land registration (PTSL) program in orderly administration of land at the Pekanbaru City Land Office, it can be concluded that it has been running effectively. This shows that the implementation of the PTSL program implemented in Pekanbaru City by the National Land Office has a positive impact on the community. Because the community really directly benefits from the implementation of this PTSL program. constraints in the effectiveness of the complete systematic land registration (PTSL) program in an effort to orderly land administration at the Pekanbaru City Land Officenamely: a).completeness of juridical documents and physical data on community land. b). Payment of tax fees on land parcels (PPH and BPHTB payable). c). Limited information about the PTSL program and low public awareness of the status of their land.
