The role of education in national progress was evident through transformative educational practices. Despite advancements in the curriculum, a low literacy culture persisted in Indonesia. In response, the government initiated the National Literacy Movement, which encompassed the School Literacy Movement (GLS) to cultivate students' interest in reading. This initiative held paramount importance in fostering a reading-oriented character, particularly within the context of SD Negeri 17 Pekanbaru. Despite SD Negeri 17's library accreditation, its management remained suboptimal. Improvement endeavors included enhancing the physical environment and implementing literacy activities, such as short story competitions. The text highlighted challenges, such as low library visitation, limited parental engagement, and teachers' reading skills. The research aimed to comprehend the literacy movement strategy implemented by SD Negeri 17 Pekanbaru, specifically focusing on enhancing the reading disposition of students and teachers.
This research employed a descriptive method with a qualitative approach, exploring descriptive data in the form of verbal expressions from participants and stakeholders. Qualitative methods accentuated aspects such as quality, value, or meaning conveyed through linguistics or language. Research subjects comprised individuals, objects, or organisms serving as sources of information in data collection. Another term for the research object was respondent, responding to treatments. The purposive sampling method was employed, with sample selection based on relevant characteristics and traits. The primary informant was the Head of the School, while additional informants included the Head of the Library, four teachers, and six students at SD Negeri 17 Pekanbaru, selected based on specific criteria. Recommendations from class teachers and a penchant for reading were identified aspects. Data collection techniques encompassed observation, interviews, and documentation.
The research findings indicated that 1) GLS at SD Negeri 17 Pekanbaru involved reinforcing facilitators' capacity through literacy training, with the hope that teachers would actively contribute to implementing the GLS program by overseeing and guiding students during reading activities both in and outside the classroom 2) GLS at SD Negeri 17 Pekanbaru encompassed the provision of teaching aids, educational toys supporting literacy activities, various non-curricular reading materials, and multimedia literacy learning materials 3) GLS at SD Negeri 17 Kota Pekanbaru ensured universal access to learning resources for all students 4) GLS at SD Negeri 17 Pekanbaru involved collaboration with the local government, especially the education department, facilitating a monthly visit of a mobile library to the school with a diverse selection of reading materials 5) GLS at SD Negeri 17 Pekanbaru allocated dedicated time for diverse literacy activities, financial support, strengthened committee roles, provided reading corners in classrooms or strategic locations, and optimized the school library 6) There was an observable increase in students' interest in reading at SD Negeri 17 Pekanbaru, evidenced by a growing number of students engaging in reading activities within the school library
