Analisis Kebijakan Pengembangan Daya Saing Padi di Kabupaten Rokan Hulu
One of the strategic agricultural development programs is food self-sufficiency called rice self-sufficiency, because rice is the main ingredient of food. In food self-sufficiency. Rice is a strategic food to realize rice self-sufficiency in Indonesia. The purpose of this study is to analyze the competitiveness of paddy rice farming in Rokan Hulu based on competitive, comparative and sensitive advantages and analyze the impact of input policies and output policies and formulate appropriate policies for agricultural development on rice competitiveness in Rokan Hulu Regency. In determining the sample in this study using Purposive sampling, data analysis using the Policy Analysis Matrix (PAM) method and sensitivity analysis.
The results of the analysis using the Policy Analysis Matrix (PAM) method showed that the value of the ratio of domestic resources or DRC (Domestic Resource Cost) in rice cultivation in Rokan Hulu Regency was 0.79. This means that based on the value of DRC, Rokan Hulu Regency rice farming has been efficient in using its domestic resources at world prices, so it has a comparative advantage. Rokan Hulu Regency rice farming has a PCR1 value is 1.30, meaning that government policy has been able to protect Rokan Hulu Regency rice farming and NPCI value of Rokan Hulu Regency rice farming is 0.64 this value means import tariffs and subsidies provided for tradeable inputs, namely Urea and TSP, causing farmers to only pay 64% of the cost should be paid under conditions of no policy. Based on the results of the sensitivity analysis of rice farming in Rokan Hulu Regency, rice commodities (in the form of rice) in Riau Province can compete with high prices. The increase in profits and competitiveness of rice farming in Rokan Hulu Regency was only slightly due to the increase in international prices of rice which was not too significant, so that the increase in international prices of rice by 12% resulted in social benefits and competitiveness of comparative advantages slightly increased.
