Penerapan Human Capital Management Dan Religiusitas Terhadap Pengembangan Kompetensi Dan Kinerja Aparatur Sipil Negara Pada Pemerintah Provinsi Riau
The performance of the State Civil Apparatus is very important in achieving the vision of a region, whereas to realize a State Civil Apparatus that performs professionally requires a competency development program that is in accordance with the needs of the position's competency standards. This will only be achieved if the management approach of the State Civil Service is carried out with a human capital management approach, and will be even stronger if it is supported by religiosity, so that the direction of future performance improvement policies is based on the principles of human capital management and supported by religiosity. This research aims to develop a conceptual concept regarding the application of human capital management and religiosity in developing the competence and performance of the State Civil Apparatus in the Riau Provincial Government. This study is also to examine how the most appropriate application of human capital management and religiosity is to develop the competency and performance of the State Civil Service, by testing variables simultaneously which has never been done and filling in the limitations of previous research. This research uses a quantitative approach by distributing questionnaires to relevant officials as many as 114 respondents using a purposive sampling approach. The data collection technique uses a questionnaire with a scale of 1-5, which then uses Structural Equation Modeling-Partial Least Square (SEM-PLS) analysis with outer model, and inner model and processed using the SmartPLS 3.0 application. The findings in this research are that there is a positive and significant relationship between human capital management and ASN performance, human capital management has a positive and significant effect on competency development, human capital management has a positive and significant effect on ASN performance through competency development, competency has an effect on ASN performance, The relationship between religiosity and performance is positive and significant, while the influence of religiosity on competency development is positive but not significant, and the influence of religiosity on performance through competency development is positive, but not significant.
