This research uses qualitative methods with a phenomenological approach. The research location is in Pekanbaru City with informants from government agencies who are selected purposively. The number of informants corresponds to the principle of adequacy and representativeness. The analysis carried out is content analysis. The results showed that there have been many activities carried out by agencies related to community empowerment to accelerate the reduction of stunting Most of these activities already have policy references or legal bases to be used as guidelines, both central policies, regional policies, and government policies. Stunting handling activities in Pekanbaru City have involved cross-sectors. In terms of funding, these activities generally come from the APBN and APBD, as well as non-binding third-party funding sources. However, some agencies stated that the amount was still considered insufficient. Facilities and infrastructure to support activities are considered adequate. Some of the obstacles are coordination across programs and across sectors is still not optimal, data synchronization for activity reference is not optimal, people have a fairly varied level of understanding about stunting and limited funds/budgets. The conclusion of this study show that community empowerment efforts to accelerate and reduce stunting in Pekanbaru City are still not optimal.
