Strategi Peningkatan Kepatuhan Pelaku Usaha Kapal Penangkapan Ikan Terhadap Regulasi Penangkapan Ikan di Pelabuhan Perikanan Samudera Bungus
Fishing Ports are the main support for capture fisheries activities in marine waters, which play an important role in the Monitoring, Control and Surveillance system. A significant decline in the processing of license documents, as recorded in the 2021 PPS Bungus Annual Report, may impact the level of compliance. This study refers to regulations related to the supervision of fishing vessels, as stipulated in the Regulation of the Director General of PSDKP Number 12 of 2017. The purpose of the study was to evaluate the level of compliance of fishing vessel business actors and formulate strategies to improve their compliance in supporting regulations at PPS Bungus. Data analysis using Likert scales and the SWOT method, resulted in strategies that can be implemented to improve compliance, including increased awareness of the importance of complete licensing documents and evaluation of efficient solutions for vessel monitoring. The results showed that there are several strategies to improve compliance of fishing vessel business actors, namely (a). Raising awareness and educating fishing vessel business actors on the importance of the completeness of licensing documents on vessel departure and the type of fishing gear in accordance with the SIPI; (b). Evaluate and find efficient solutions to install SPKP transmitters on vessels above 30 GT by considering the limitations of fisheries resources; (c). Building infrastructure for monitoring vessel tracking as a proactive step in addressing strategic issues that potentially threaten the sustainability of fish resources and the environment.
