The Quality Family Village Program is one of the innovations of the Population and Family Development Program. Bandar Rahmat Village is one of the villages located in the coastal area and directly adjacent to the Malacca Strait. Bandar Rahmat Village is categorized as an underdeveloped village because it is located on the coast, has a low population income, low public education and inadequate facilities. This research was conducted in Bandar Rahmat Village in August 2023. The purpose of this research is to find out what are the activities of the Quality Family Village Program in Bandar Rahmat Village, to analyze how the Livelihood and mindset conditions of the community before and after the Quality Family Village Program, and to analyze the livelihood and mindset changes that occurred in the community after the Quality Family Village Program in Bandar Rahmat Village. The method used in this research is the survey method by collecting primary data for analysis. The data analysis used is Descriptive Analysis and Vectoral Project Analysis (VPA). With this analysis, the activities carried out in the Family Village Program are in several fields, namely Religion, Education, Reproduction, Compassion, and Environmental Development. Changes in the livelihood and mindset of the fishing community have increased. Analysis using VPA saw an increase from 1.62 to 3.71 on Livelihood change and 4.16 to 4.60 on mindset change.
