Pelaksanaan Inovasi Pencatatan Akta Kelahiran Di Dinas Kependudukan Dan Pencatatan Sipil Kota Payakumbuh Berdasarkan Undang-Undang Nomor 25 Tahun 2009 Tentang Pelayanan Publik (Studi Kasus Di Kelurahan Ibuh, Kecamatan Payakumbuh Barat)
Every citizen has the right to have a name as a sign of their identity and citizenship status. This right is acknowledged through official documents such as birth certificates in the civil registration system. In order to fulfill the obligations of the local government at the district/city level, the Population and Civil Registration Office of Kota Payakumbuh has established 2 (two) innovations in birth certificate registration services, namely Pulang Bersalin Anak Mendapat Akta Kelahiran dan Identitas Anak abbreviated “Puber Anak Melania” and Gerakan Sinergi Terpadu Mengejar Target Dokumen Akta Kelahiran Ku Melalui Strategi “Buatkan, Antarkan, Mengumpulkan” which is abbreviated “Gesit Kejar Daku “BANG”. However, as of the year 2022, 53.03% of birth data remains unregistered officially in Kota Payakumbuh, with the condition evenly distributed, including in Ibuh Subdistrict with a percentage of 55.12%. This condition does not align with various principles of public services outlined in Law Number 25 of 2009 concerning Public Services.
The type of research to be conducted will use a juridical-sociological or juridical-empirical approach. Juridical-sociological or empirical research involves observing the realities occurring in the field by directly engaging with the subject.
The results of this research indicate that the organization and implementation of Puber Anak Melania and Gesit Kejar Daku “BANG” by the Population and Civil Registration Office of Kota Payakumbuh have adhered 8 out of 12 principles of public services outlined in Article 4 of Law Number 25 of 2009 concerning Public Services, namely the principles of public interest and equal rights, legal certainty and Professionaliy. In essence, the organization and implementation of public services must adhere to all principles as they are interrelated and mutually influence each other. The main obstacle in applying the principles of public services in the birth certificate registration innovation in Ibuh Subdistrict, Kota Payakumbuh, is the limited funds of the Population and Civil Registration Office as a Regional Apparatus Organization. This condition is exacerbated by the insufficient number and mismatched competencies of human resources within the office. The lack of initiative from the local government of Kota Payakumbuh to evaluate the priority of age groups for birth certificate registration and the lack of understanding among the community, especially in Ibuh Subdistrict, regarding the importance of possessing a birth certificate. Efforts made by the Population and Civil Registration Office of Kota Payakumbuh include creating local regulations related to the administration of population, simplifying the stages of birth certificate processing, expanding cooperation with various relevant stakeholders, and conducting routine evaluations of the service innovation implementation.
