Implementasi Kebijakan Pengelolaan Sampah Oleh Upt Pengelolaan Sampah Kecamatan Bukit Batu Kabupaten Bengkalis

This research is motivated by the problem that is still faced by the district / city government is the problem of waste. One of the areas experiencing this waste problem is Bukit Batu Sub-district. Waste generated from the community is accommodated in the Final Processing Site (TPA) which is located on Jalan Lingkar, Dompas Village, Bukit Batu Sub-district. The landfill area is ± 1.8 hectares and the used area is ± 1 hectare. The volume of waste generated in Bukit Batu sub-district per day ranges from 3.5-4 tons. This study aims to analyze the implementation of waste management policies carried out by the Waste Management Technical Implementation Unit in Bukit Batu District, Bengkalis Regency. The research method used is a qualitative method. With collection techniques through in-depth interviews with UPT Waste Management officers, observation, and documentation. In this study using the implementation theory by George Edward III (1980), with 4 indicators, namely communication, resources, disposition, and bureaucratic structure. Based on the results of the study, it can be concluded that the implementation of waste management policies by the Bukit Batu District Waste Management UPT has not run optimally, this can be proven by the existence of several inhibiting factors, namely the lack of human resources, budget limitations and inadequate facilities and infrastructure, and the lack of assertiveness in applying administrative sanctions.
