One of the tasks of general legal administrative services in the legal division at the Riau Ministry of Law and Human Rights is to provide administrative services related to the legalization of documents that will be used domestically and abroad. Documents that will be used to travel inside or outside the country have a very long bureaucracy which then the Government of Indonesia through the Ministry of Law and Human Rights has initiated to ratify the 1961 Apostille Convention, thus making Indonesia part of the Convention member state. Through this initiative, it is expected to bring benefits to the Indonesian government in simplifying the process of legalizing foreign documents into just one stage through the Apostille service.
The type of research used is sociological juridical, namely research conducted by identifying the law and how the effectiveness of the implementation of the law applies in society. Because in this study the authors directly conducted research at the location or place under study to provide a complete and clear description of the problem under study.
The conclusions that can be obtained from the research results are First, the implementation of Public Document Legalization services at the Riau Regional Office of the Ministry of Law and Human Rights has challenges related to field problems, limited resources, process complexity, time, conflicts with Article 8 of Permenkumham No. 6 of 2022 and the need for proper enforcement of rules and legal suitability. Simplified and more accessible services reflect efforts to adhere to the principles of legality and efficiency, ensuring that every administrative action is based on applicable laws and regulations. Improving infrastructure, empowering human resources, and improving processes and conflicting regulations on an ongoing basis are needed to address these issues in the legalization of public documents service at the Riau Ministry of Law and Human Rights. Second, Supporting and inhibiting factors in the Public Document Legalization service system at the Riau Regional Office of the Ministry of Law and Human Rights basically have a number of supporting factors that strengthen the public document legalization service system such as Adoption of Technology and Online Systems, Availability of Clear Information, Commitment to Service Improvement and Collaboration with Related Parties. Third, the efforts of the Ministry of Law and Human Rights Riau in overcoming problems regarding the service of Legalization of Public Documents (Apostille) by involving steps that include digitization of services, increased access to information, infrastructure investment, collaboration with related parties, and improvement of processes and services. Although there have been positive steps, frankly there is still room for further improvement, especially in improving accessibility, increasing efficiency, and reducing costs.
