The Objectives of this research are the characteristics of food security and insecurity in Pekanbaru city, food security development gaps based on agricultural development against its spatial plan and agricultural development gaps against food insecure vulnerable areas and formulate food security development strategies. This research uses primary data and secondary data. Primary data collected were: internal environment and external environment. Secondary data collected were: spatial plan map, food production map and food security vulnerable area map. The analysis used in this research is descriptive and overlay map. The characteristics of food security were food availability, food affordability and food utilisation. Food insecurity is seen from household and regional insecurity. Gap analysis of food security development is seen from the agricultural development gap with the RTRW map and the agricultural development gap with food insecure vulnerable areas resulting from overlay. Food security development strategies were formulated by SWOT analysis of QSPM method.
The results showed that the level of food security was in the very resistant category with food-insecure vulnerable areas totalling 26.51% and food-insecure households totalling 22.21%. The overlay map of food production and RTRW shows that there is no conformity between the agricultural zoning planning that has been designated on the RTRW map and the existing production land because the production land is still located in residential zoning which will one day experience land conversion, and there are still areas that have the potential for agricultural product development. The overlay map of food production and regional food security and vulnerability shows that food-producing areas are still far from food-insecure vulnerable areas so that other aspects of intervention are needed in terms of food affordability and utilisation. Food security development strategies based on QSPM results directing agricultural development programs by utilizing agricultural areas in accordance with the RTRW map and increase food production on land suitable for agricultural areas located in food vulnerable areas.
