Strategi Percepatan Sertifikasi Ispo Oleh Perkebunan Kelapa Sawit Swadaya Di Provinsi Riau

The Indonesian government mandated sustainable palm oil plantation companies in 2011 through Ministry of Agriculture Regulation No. 19/2011 dated March 29, 2011. This was later revised withMinistry of Agriculture Regulation No. 11/2015 dated March 25, 2015, which required ISPO certification for integrated, cultivation, and processing companies, and was voluntary for independent smallholders. In 2020, Presidential Regulation No. 44/2020 on the Indonesian Sustainable Palm Oil Certification System (ISPO) made ISPO certification mandatory for both plantation companies and independent or plasma smallholders. The aim of this research is to assess ISPO compliance among palm oil plantations and independent smallholders in Riau Province and formulate strategies to accelerate ISPO certification among independent smallholder palm oil plantations in Riau Province.
This research was conducted in Riau Province. The selection of research locations was purposive, namely Siak and Pelalawan Regencies. The research method employed a survey method involving direct interviews with independent oil palm smallholders in Minas and Sungai Apit Districts in Siak Regency, and in Langgam and Bandar Sei Kijang Districts in Pelalawan Regency. The selection of sample districts and villages was done in stages (multistage sampling). A total of 80 independent oil palm smallholders were selected as research subjects based on researcher convenience. The analysis method used to determine compliance with ISPO standards by independent oil palm plantations in Riau Province was GAP Analysis. Strategies were determined using SWOT Analysis and AHP for prioritizing strategies through the Expert Choice application.
The research results indicate that the average compliance with ISPO standards by independent oil palm plantations in Riau Province is 56.86%, categorized as low. The first principle, compliance with legal regulations, scored 52.50%. The second principle, implementation of good plantation practices, scored 61.31%. The third principle, environmental management, natural resource management, and biodiversity, scored 61.25%. The fourth principle, transparency, scored 27.50%. The fifth principle, continuous improvement efforts, scored 90%. Priority strategies for accelerating ISPO certification by independent oil palm plantations in Riau Province include: (1) Utilizing government support for sustainable ISPO, (2) Establishing farmer institutions (farmer groups), (3) Assisting ISPO certification management, (4) Providing incentives for ISPO certification acceleration, (5) Strengthening ISPO involving local governments, (6) Collaborating with the Ministry of Agriculture for accelerating STD-B issuance data, and (7) Collaborating with ISPO certification agencies and RSPO.
