Forest damage in river basins can cause soil erosion and landslides in the upstream areas and flooding in the downstream areas, thereby increasing the area of critical land. In order for the area of critical land to decrease, it is necessary to carry out efforts to rehabilitate forests and land by involving various parties. Activities carried out in Tapung District, Kampar Regency include reforestation of the Imbo Putui Traditional Forest area, planting seeds around the Tapung river, on either side of roads, schools and so on. This research aims to determine the role of the parties in the rehabilitation of forests and RHL land in Tapung District, Kampar Regency. This research uses qualitative methods, collecting data through: observation, in-depth interviews and documentation studies to obtain primary data and secondary data. Data analysis was carried out descriptively qualitatively. The research results show that (1) many parties are involved in forest and land rehabilitation activities. Forest farmer groups play a role in implementing community nursery and village nursery programs to provide seeds needed for RHL activities, the budget of which is facilitated by BPDASHL Indragiri Rokan as the pioneer and supervisor of the activities. DLHK Riau Province and KPH Suligi Batu Gajah act as stabilizers and facilitators in procuring and distributing seeds to the community, KODIM 0313/KPR acts as protector and supervisor of activities. Community-based forestry instructors act as dynamists, mediators, motivators and educators in the community. The company also plays a role as a financial and material supporter through implementing corporate social responsibility. (2) Cooperation carried out by stakeholders has different levels, namely coexistence, communication, cooperation, coordination, coalition, collaboration and coadunation.
