Analisis Hubungan Tarif Yang Berlaku Dengan Biaya Operasional Kendaraan, Kemampuan Membayar (Ability To Pay) Dan Kemauan Membayar (Willingness To Pay) Studi Kasus: Pt. Lamsayang Timbul Serasi (Rute Pangkalan Kerinci-Rantau Prapat)
The fare imposed on any public transport must be determined wisely in order to deliver results that are acceptable to the public and transport providers. Basically fare are generally determined on the basis of the amount of vehicle operating costs (VOC) in question. VOC calculations can be calculated using several methods, some of which are the Ministry of Transportation method 2022, Transportation Departement method 2005 and the PCI method. The data collection of VOC components is carried out in the form of interviews or questions directly with the transport workshop or related companies. In addition to the setting of fare based on VOC, a study on the purchasing power and utility of the public as a user of transportation should also be done so that the value of the fare set is acceptable to the public. The collection of research data was carried out by disseminating questionnaires to obtain ability to pay (ATP) and willingness to pay (WTP) values from transport users. The sample used in this study was a Lamsayang Timbul Bus user compatible with the Kerinci-Prapat base route. From the results of the research obtained the average fare of IDR 505 per km-pax. Using the Ministry Of Transpotation method 2022 VOC value of Rp 3.579 per km, the Transportation Departement method VOC value of IDR 2.893 per km and the PCI method VOC of IDR 3.420 per km, so that the average BOK value of the three methods was achieved of IDR 3.297 per km. The average ATP value of passengers was achieved of IDR 2,156 per km-pax and the average WTP value of Passengers of IDR 555 per km-pax. After the VOC value is converted to the value in per km-pax, it can be concluded that the fixed price is above the VOC, which means that the provider gains a profit. Meanwhile, the fixed price value is below the average value of ATP and WTP therefore the provider can consider raising the fixed price in order to obtain a more optimum profit as the limits of the ATP values and the value of WTP already pointed so that users can still afford the service and the utility rate of user against the service they receive remains properly.
