ABSTRACT
Palm oil is a superior commodity that has great potential for the development of the Indonesian economy. The growth of palm oil in Indonesia is so rapid that it has an impact on the national economy. The Indonesian government also issued the basic regulations regarding ISPO which are contained in Presidential Regulation (Perpres) Number 44 of 2020. Applying for ISPO certification must be carried out by business actors, namely plantation companies and/or planters, where planters are required to do so 5 years after the presidential regulation is promulgated (16 March 2020 ). This research aims to analyze the achievement of fulfilling ISPO according to Minister of Agriculture Regulation Number 38 of 2020 by independent oil palm planters in Singingi Hilir District, Kuantan Singingi Regency. The research method used is a survey method by conducting direct interviews with respondents. The four villages selected were carried out in stages (multistage sampling), namely Suka Damai Village, Sungai Buluh Village, Sumber Jaya Village and Simpang Raya Village with a total of 40 respondents. The results of this research show that the average compliance with ISPO principles for independent smallholders is 43.65% with a total of 74 verifiers. None of the independent oil palm smallholders in Singingi Hilir District, Kuantan Singingi Regency can fulfill all ISPO verifiers.
