Analisis Pencabutan Kebijakan Moratorium Ekspor Batubara Indonesia Tahun 2022 (Studi Kasus: Jepang)
In January 2022, Indonesian government implemented a Coal Export Moratorium Policy aimed at ensuring the stability of domestic coal supply. This policy significantly impacted the operations of Steam Power Plants (PLTU) and the stability of the national electricity supply. The implementation of this policy increased domestic coal supply to 215.8 million tons, or 130.2% of the 2022 target of 165.7 million tons. The government ensured an average coal stock of more than 20 days, maintaining national energy security. However, the policy created tensions in diplomatic and economic relations between Indonesia and Japan. Japan filed an official protest and requested Indonesia to reconsider the policy, highlighting the importance of Indonesian coal for their energy and economic stability.
This study uses qualitative methods, with data collection techniques through literature studies sourced from several books, journals, regulations, and official government websites. This research employs the perspective of Mercantilism and the theory of Politic Economic Protectionism proposed by Alexander Hamilton.
The purpose of this research is to analyze the revocation of the Indonesian coal export moratorium policy in 2022 and to highlight the importance of balanced policies to meet domestic energy needs without neglecting international obligations, as well as the need for flexible international cooperation in facing global energy challenges.
