Implementasi Kebijakan Penanggulangan Bencana (Studi Kasus Bencana Banjir Di Kecamatan Rumbai Kota Pekanbaru)

This research focuses on the implementation of disaster management policies, specifically flood mitigation in Rumbai District, Pekanbaru City. The background of this study highlights the recurring flood problems in the area, exacerbated by its geographical proximity to the Siak River and poor drainage systems, which often lead to significant water overflow during heavy rains. The main objective of this study is to analyze and describe the implementation of regional disaster management policies, particularly in Rumbai District, Pekanbaru City, as well as to identify and analyze the constraints of implementing flood disaster management policies in Rumbai District, Pekanbaru City. This research utilizes Thomas B. Smith's theory, which employs four indicators: Idealized Policy, Target Group, Implementing Organization, and Environmental Factors. The method used in this research is qualitative descriptive research, with data collection techniques including interviews, observations, and documentation. The results of this study indicate a significant gap between policy and community disaster preparedness implementation. Many residents are dissatisfied with the current disaster preparedness measures, such as the distribution of informational materials, as they consider them ineffective. The lack of regular socialization has also led to the community's unawareness of disaster regulations, resulting in problems during disaster events. To enhance community preparedness for floods, the Regional Disaster Management Agency of Pekanbaru City must strengthen coordination with other agencies and conduct periodic evaluations to improve policy effectiveness. Additionally, it is important to encourage community openness to participation and increase budget allocations for facility improvements in Rumbai District to ensure more effective flood management. Furthermore, it is essential to improve the implementation of disaster management policies to achieve effective and efficient policy implementation.
