This research was conducted at the Office of the Public Housing, Settlement Areas, Land and Environment Agency of the Meranti Islands Regency which is located at Jl. Pembangunan 1 No.13, Selat Panjang Kota, Tebing Tinggi District, Meranti Islands Regency, Riau with the aim of knowing the structure and functions and obstacles of the Environmental Sector in the Meranti Islands Regency in handling sago factory waste. Where the structural response from environmental governance must be carried out in accordance with regulations, coordination between fields, a clear performance system, to position holders who have authority in the implementation process. This research uses a qualitative descriptive method. The sampling technique or subject is using purposive sampling technique which consists of 4 informants having positions, namely, Head of Service, Head of Division, Environmental Analysis and JFT Environmental Impact Control. As well as 1 key informant, namely the Sago Factory Field Coordinator. Data collection techniques through in-depth interviews and documentation. The results showed the structure and function of the Environmental Division and the obstacles of the Environmental Division in handling Sago Factory Waste. This is evidenced by the existence of indicators, namely Planning, where in planning the Environmental Sector has the Guidelines for Law Number 32 of 2009. Implementation which includes monitoring, supervision, and evaluation of the planning, implementation and supervision process. The obstacles consist of Human Resources, Authority, and Budget.
