Kapabilitas Pemerintah Desa Dalam Penyelenggaraan Pelayanan Administrasi Kependudukan Secara Online Di Desa Munsalo Kabupaten Kuantan Singingi Tahun 2023
Capability is one of the crucial components in seeing the capabilities of each Human Resource in a government organization in carrying out the tasks that have been given. The village government as the spearhead of public services is currently expected to be able to have more competent capabilities in various fields, due to the increasing service programs implemented by the central government, especially related to population administration services which can now be carried out at the local village office as a form of government concern for the community in obtaining population documents. This study uses the core capability theory by Leonard and Barton which explains that capabilities or abilities in government organizations can be reviewed in several crucial dimensions, namely aspects of knowledge and skills, technical systems, managerial systems, and values and norms. This study uses a descriptive qualitative approach that uses primary and secondary data sources and is analyzed using Nvivo 12 Plus software to answer research objectives systematically.
The results of this study indicate that the capabilities of the Munsalo Village Government in implementing online administrative services (Adminduk) in 2023 are still not optimal. First, in the knowledge and skills dimension, there are still problems related to the lack of skills possessed by village officials in operating computers when inputting population data through the Siaga Dukcapil system, due to the lack of guidance from the Population and Civil Registration Office and the Sub-district. Second, in the technical system dimension, this is due to the absence of a Standard Operating Procedure (SOP) owned by Munsalo Village and limited infrastructure to support services. Third, in the managerial system, the process is related to the village head's ability which is not yet optimal in implementing regulations where there are still people who have difficulty getting services due to village administration officials and operators who are often not in the office and the lack of program socialization to the village community. Fourth, in the dimensions of values and norms, it is related to the existence of internal problems such as the time for completing population documents which is different from the Population and Civil Registration Office related to the system which often experiences network problems so that it cannot be optimally beneficial for the local community in Munsalo Village.
