Analisis Penetapan Jalur Evakuasi Dan Titik Kumpul Bencanabanjir Di Sungaiair Hitam Kecamatan Payung Sekaki
ABSTRACT
Flooding is one of the natural disasters that frequently occurs in the Air Hitam River area, Payung Sekaki District, Pekanbaru City. Addressing this disaster requires planning effective evacuation routes and the designation of gathering points to minimize the risk of casualties and material losses. This study aims to analyze and determine evacuation routes and gathering pointsbased on the existing conditions of the area, road networks, and the distribution of residential settlements. The method used in this study is a Geographic Information System (GIS) approach in accordance with SNI 8840-3:2022, utilizing Dijkstra'sAlgorithm to determine the shortest and most efficient routes to the gathering points. The data used includes administrative maps, road networks, elevation data, and population data. Digitization was carried out to produce road network maps and nodes that serve as the basis for evacuation route analysis. The results of the study show that there are several optimal evacuation routes available, namely two route in Labuh Baru Barat Subdistrict and two routes in Air Hitam Subdistrict. The evacuation route in Labuh Baru Barat leads to the At-Thoyyibah Mosque evacuation site and as an additional alternative evacuees may be directed to a vacant area where a BNPB oval tent has been prepared, while those in Air Hitam lead to the Baiturrahim Mosque and the Nurul Yaqin Mosque evacuation sites. This mapping is expected to serve as a foundation for disaster mitigation planning by the local government and the community.
