Food is the most imporiant human basic necessiry as part of human right
and also as a basic component to create high quality human rcsources. Food
security is a situation when each house hold as physical or economical have
ability to fulfill their food necessitiesfo r every body in a family. The aim offood
security development is to guarantee food availability and consumption 1n
adequates upply, safe,h igh quality, and balancen utrient on national level, region,
until house hold.
This research was conducted in 13 (thirteen) villages in Singingi
Subdistrict, Kuantan Singingi Regency. It aim to analyze four aspects of food
security in thirteen villages in Singingi Subdist ct in 2006, they are food
availability aspect, food and livelihood access, food utilization, and food
vulnerability; analyze food security level; and identi& problem then give solution
for food security case in Singingi Subdistrict. Using survey method by collected
secondary data, this research took the village headman, statistic offtcial, office of
food plants's employee Kuantan Singingi Regency and medical sta.ff rn
Puskesmaas s infomants.
The rcsu1t showed that Singingi Subdistrict's food availability got
production deficit amount 97.30 kg/capitalyear (according to PPH). Thrs
condition was entercd into index calculating program produced 0.1 8 index value;
food and livelihood accessa spectw ith 0.41 index value; food utilization with 0.29
index value; and food wlnerabilif aspect with 0.18 index value. According to
four aspects of food secwity above got conclusion that genefally Singingi
Subdistrict was in food secudty condition in 2006 with 0.27 merger index value.
Generally, there are some food security's prcblems in Singingi Subdistrict in
2006. They arc about total local food necessity cannot be filled by local food
productiont;h erei s no usingo f availabler ice fields;b rokenv illagesr oad;l arge
nurnbero f poverty and unemployment;a nd limitednesso f rural electrifrcation.
