Kajian lingkungan hidup strategis dalam kebijakan pembangunan daerah dan potensi : Kasus kebijakan kehutanan di Kabupaten Kuantan Singingi
This study aimed to know the process of policy formulation and issues of
forestry sector KLHS applications in the forestry sector in policy formulation
Singingi Kuantan. Where Regency Kuantan Area Singingi 7.656.08 km2, based
on Spatial Planning (RTRW) Kuantan Singingi and Forest Land Use Agreement
(TGHK) there was the allotment of land areas in the Kuantan Singingi. This study
uses descriptive-qualitative research methods that emphasize the depiction,
understanding and explanation of complex phenomena in the relations between
the influencing factors. The collected data, both primary and secondary form of
data, analyzed in accordance with the purposes of research. The first objective is
to know existing decision-making process approach IDS
Environment Group, namely: Narrative, Actors and Interests. Each
phases are described using a content analysis and stakeholder analysis. The
second objective will be explained from the results of cross tabulation analysis,
which is between the government documents concerning legislation on regional
development with the existing policy formulation problems so far.
Regional development policy for the forestry sector are examined in this study is
limited to the licensing policy of forest exploitation Industrial Plantation Forest
(HTI), which later was renamed the Business License of Timber Forest Product
Utilization of Forest Plants (IUPHHK-HT). Of the five government regulations,
which will be studied there two government regulation PP No. period. 6/1999 and
No.34/2002. Both government regulation was chosen because it has the
distinction of the licensing authority HTI/IUPHHK-HT. Based on the results
obtained can be concluded that integration of environmental aspects of all
stakeholders are recognized only at the project level (EIA) and not pay attention
to local conditions and needs. This was caused by inter inkonsitensi legislation
and understanding of laws and regulations vary. Evaluation of the impact made on
the project level is not effective, so the evaluation of environmental impacts that
will arise should be implemented at the policy formulation stage. Tug each level
government authorities (the Central Government, Provincial and District
Governments) is the main inhibiting factor in the application KLHS. Obstacles
KLHS applications include: rules and regulations that have not been consistent
and the weak data and information and limited involvement of stakeholders.
