Perilaku Petugas Dalam Penertiban Gelandangan Dan Pengemis Di Kota Pekanbaru
In response to vagrants and beggars in accordance with the implementation of the Regional Regulation 12 of 2008 on Social Order, the Government authorized the Pekanbaru City Civil Service Police Unit to carry out the demolition Pekanbaru vagrants and beggars in the field. In the implementation of the control of vagrants and beggars, Civil Service Police Unit officers Pekanbaru still lapses and not in accordance with the implementation of Standard Operating Procedures (SOP) and the principle of handling vagrants and beggars in Local Regulation 12 of 2008 challenged social order. This study aims to describe the behavior of law enforcement officers in the city of Pekanbaru vagrants and beggars and to determine the factors that influence the behavior of law enforcement officers in vagrants and beggars in the city of Pekanbaru.
The theory used is the theory Jhon. M. This researchuses descriptive qualitative data collection techniques by observation and interview sobtained from informants studiese stablished by purposive sampling technique.
From the results of a descriptive qualitative data analysis found that the behavior of the control of vagrants and beggars in the city of Pekanbaru is not currently leads guided by standard operating procedures and the handling of vagrants and beggars in which behavior can be seen from: environment, culture and social class and other group memberships, this can be seen with yet minimization of the number vagrants and beggars in the city of Pekanbaru and officials are also still doing deviations in the control field. In this research note the factors that influence the behavior of law enforcement officers in the homeless and beggars in the city of Pekanbaru, namely: Human Resources (HR), Infrastructure and Objects (vagrants and beggars).
