Great Port Terminal Management of Payung sekaki Town Pekanbaru which its operation is conducted by UPTD terminal of under observation On duty Communication of Communications and Informatika of Town Pekanbaru. But in operation till now terminal function not yet walked maximally. From result of researcher observation, this terminal situation still very silent, more opting company penyedia transport service for the lift on and lift off of passenger of outside Great Port Terminal area of Payung sekaki. To maximize the the terminal function, needed by the existence of development of terminal function from function of the core important that is passing a innovation or creativity applied in terminal of so that/ to be can take back the society enthusiasm to come to terminal.
According to West, innovation is recognition of is way of better newly in doing matters at work. Innovation do not sign the renewal absolutely and change can be looked into to a[n innovation of if the change assumed newly to someone, group, or organization introducing it. This research relate to theory Zaltman, Duncan, and Holbek mentioning that process innovate consisted of by two phase that is, phase of start and implementation phase.
This research represent the descriptive research with the approach qualitative, where writer mendeskripsikan process the innovation in development of Great Port Terminal function of the Payung sekaki. its data collecting Technique is with the technique interview the. Key Informan in this research is Head of Great UPTD Port Terminal of Payung sekaki and also technical officer and society in Great Port Terminal of Payung sekaki.
Result of writer research is process innovate in development of Great Port Terminal function of Payung sekaki not yet walked, because UPTD Terminal not yet conducted the innovation. Innovation will be applied by if have got the approval/permission from Head On Duty Communication of Town of Pekanbaru and father of Mayor Pekanbaru
