The present research was aimed to (1) analyze the factors affecting the supply and demand of rice, (2) analyze the impact of policy changes on the supply and demand of rice and (3) analyze the impact of the policy changes on the prosperity change of the rice producers and consumers. The specification of the supply and demand model is based on the simultaneous equation and was estimated using 2SLS method. The data used were panel data, the combination of time series data of 2006 and 2010 and cross section data of regencies and municipalities in Riau Province excluding Pekanbaru and Meranti Regency. The results show that the rice supply was affected by year-end logistic stock, rice production and import. The consumption rice demand was negatively affected by retail rice price of short-term inelastic responses; while the population number had a positive effect on the short-term inelastic responses. The Government's policy to increase the purchase price and the price of grain at the farmers level affect increased rice production and is profitable to the producers with a positive net surplus. The policy of increasing intensification area, the irrigation area and planting area has an effect on the increase of production and are profitable to the consumer with a positive net surplus.
