Camat (district head) is the leader and coordinator of the sub-district
government administrator in the region who work in the execution of their duties
obtain delegation of authority from the Regents to handle the affairs of regional
autonomy , and held a general assignment Goverment, whereas efforts made in
implementing the district head of the administration of rural development in the
District, orderly development including village administration, provide guidance
and consultation, evaluation and supervision of village governance and reporting
guidance and supervision of the implementation of the rural district level
governance to the Regent.
This study uses the theory Kaswan (2011:5 ) Transfers That explains the
training that employees have the skills or skills training transper use is the use of
knowledge , skills and behaviors learned in training on the job. Transper training
transper influenced by climate, manager support, peer support, opportunity to
use skills learned, technology support and self-management skills. This study
uses quantitative and qualitative research methods. While data collection
techniques menggunanakan observation, questionnaire, documentation and
interviews with some respondents penelitian. selanjutnya data in the form of
quantitative and qualitative data were analyzed with descriptive data analysis
techniques.
Based on this research can be concluded that the District Head Less
Acting Against Government Rural Development Organisation in the District
Mining District Kampar. Kualitas Human resource is one that is also a limiting
factor in the development of sub-district functions village governance in the
background because the background by a factor of education and insight masih
rendah, To cope with the low quality of human resources is still able to provide
training and guidance, other factors become penghamabat is the lack of funding /
budget in camat conduct coaching and training.
